First, read this helpful background paper that explains the nature of a policy brief and how to write one effectively. Please note, however, that this is an academic assignment. While the guidelines in the background paper suggest that most executives and policymakers prefer limited documentation, an academic assignment needs to be fully and accurately cited. Papers should include 6-8 pages of content (1750-2500 words). The title, abstract and reference pages do not count toward that total. Papers should be double-spaced, with standard 1-inch margins and a standard 12 point font and there should be no additional spacing between paragraphs. Avoid excessive subheadings. You may use either APA or Chicago Turabian, as long as you use parenthetical citation (author, year, page #), rather than footnotes. See the sections below for information on source selection, and proper use of materials. See Rubrics for specific details on how papers will be graded. Sources, Citations, and Rubrics An “A” paper will have at least ten sources (see the rubric below). All sources must be cited so that the reader knows the *exact* location of the information – in other words, you would cite the specific article you used, not just include a citation to the Washington Post. See the rubric for the number and type of sources to be used. Textbooks from other courses can be used, but do not count toward the minimum primary or secondary sources. Reference works also do not count toward the minimum number of sources. Restrict your sources to newspaper articles from major national and international papers, published journals and magazine articles, academic sources and websites from major organizations and government agencies. (Your textbook and other assigned readings may be used as a reference but they do not count toward the minimum number of sources.) Your best sources will be online, from places like human rights organizations, the UN, the State Department and other government agencies. Online sources must be authoritative sources. Wikipedia, InfoPlease, About.com and other non-academic websites are not acceptable sources. (Bear in mind that anyone can submit an article to Wikipedia.) Sources more than a few years old may be useful in some cases for historical background, but most of your sources should be written within the past year. Policy Brief The ability to develop and present policy analysis requires not only understanding of the various facets and tools of the analytical craft, but also the ability to present the policy in a standard format (see Dunn, Appendices 1-4). This assignment will allow you to learn how to construct a policy document – a policy brief – and, in turn, present your analysis related to the policy matter under review and examination. The policy brief can be related to, or build upon, the policy focus that you identified and explored during Units 1-7. You can choose any analytical tools that you have encountered throughout the course and your overall analysis must reference relevant peer-reviewed journals, as well as relevant analysis produced by the public or non-profit policy analysis research centers. To successfully complete this project, you will be expected to:

Policy Brief number 1 will summarize for your country the key issues in women’s OR children’s health, who is most affected by them, key risk factors, the links between these issues with social and economic development and what might be done to enhance the health of women and/or children in the poorest countries in cost-effective ways. 

the paper should answer the following questions:

•   What is the nature and magnitude of the problem?

•   Who is affected by it?

•   What are the risk factors for the problem?

•   What are the economic and social consequences of the problem?

•   What few priority steps do you recommend be taken to address the problem and what is

  your rationale for these recommendations?

  The briefing note should follow the above outline, with one exception. It should start with a single paragraph that summarizes for the minister all of the points you want to make. That summary paragraph would read something like:“About AAA people die every year of TB in our country. The incidence of TB is YYY. About UUU people in our country get drug-resistant TB every year and about HHH% of those who are infected with HIV have active TB disease. TB affects largely the urban and rural poor and stems from poverty, general ill health, and the lack of coverage of our health services. TB causes illness for an extended period, stops people from working, causes them to spend large amounts on health, and leads many families into poverty. DOTs is a low cost approach to TB diagnosis and treatment that we are not using sufficiently. We must immediately expand our DOTs program, starting in the north, where the disease burden is highest. We must increase case detection and treatment success rates. We must also pay special attention to the diagnosis and management of drug-resistant TB and to TB/HIV co-infection.”

  Each paper must begin with this “one paragraph tells all summary.”

  These briefs are very similar to the briefs you will write in many different types of jobs when you graduate and an explicit aim of the course is to help you learn to write such briefs.Please also note, however, that in the “real world” you would also have to tell the minister how much your recommendations would cost and how he might pay for them.
