The paper builds upon learning acquired from the weekly reading and classroom discussions that took place throughout the course.  You will select a capital improvement project appropriate for the government sector in which you work or in which you have an interest. For example, if you work or have a strong interest in health care, this term paper could be based on a fictional proposed new pediatric wing of a hospital. The Term Paper will be a capital improvement project plan with you designated as the Project Manager.

This is a case study report, to be answered in short answer not essay format.  Do not include references, citing, or foot/endnotes. It is to be up to 10 pages typed (single or double spaced, but in Times New Roman 12pt with 1-inch margins all around). A printed copy is to be handed-in to me on the due date.

Choose an actual, existing, current state program budget; compare/contrast it with its counterpart in another state.

-Describe the two budgets

-Describe the main focuses/purposes of the budgets

-Explain who is responsible for preparing the budget document

-Describe major appropriations and changes from the previous year

-Describe major revenue sources and changes from the previous year

-Describe fixed assets and positions and changes from the previous year

-Identify major policy issues (such as budget reductions or reorganizations)

-Explain if they are lean (having little to no waste) budgets

-How could the budget document as a document be improved

-Photocopy and complete the “Budget Document Assessment” from Dollars & Sense for each budget; put this at the end of your paper.

-Give your analysis of the Assessment for each budget

-Explain which budget you support and why
